Users' data is processed in pseudonymised form within Google marketing services. This means that Google does not store and process e.g. the names or e-mail addresses of users, but processes the relevant data in relation to the cookies within pseudonymised user profiles. This means that, from Google's point of view, the ads are not managed and displayed for a specific person, but for the cookie holder, regardless of who this cookie holder is.
